L'UE NON PUO' ESSERE INTESA COME SEMPLICE ENTE SOVRAEROGATORE, L'UE NECESSITA DI FONTI E STRUMENTI STRUTTURALI PER ESSERE ANZITUTTO LA UNIONE POLITICA ED ECONOMICA DEGLI STATI D'EUROPA
Perchè ciò sia, occorre, tuttavia, che la stessa Unione
degli Stati d'Europa, possa avvalersi di fonti e diritti
concreti, per cui si consigliano i seguenti provvedimenti:
- emissione bollo per uso giudiziario europeo,
- estinazione del 2/1000 all'UE
